Sultan of Johor vehicle wins Project 4A

Energy-CommissionA consortium comprising Sultan of Johor vehicle SIPP (SIPP) Energy Sdn Bhd, YTL Power International Bhd and Tenaga Nasional Bhd (TNB), has been conditionally awarded the development of Project 4A, a new 1,000 megawatt (MW)–1,400MW combined cycle plant in Johor.

The award was announced by the Energy Commission via a statement on their website on Saturday, saying that “the award is conditional upon comparable levelised tariff as in current practice” and that the consortium is required to justify the EPC (engineering, procurement and construction) selection through competitive bidding. A company check on SIPP showed that the Sultan of Johor owns a 51% stake in the company, with the balance shareholding split between two company directors — Daing A Malek Daing A Rahman (24.5%) and Anuar Ahmed (24.5%).

This is not the first time that SIPP-YTL Power consortium has been linked to a power plant bid. The consortium was previously a close contender for the 2,000MW coal-fired power plant (Project 3B) in Jimah, Negeri Sembilan. However, the Energy Commission awarded the project to the 1Malaysia Development Bhd (1MDB)-Mitsui Co Ltd consortium in late February.
